Who We Are
A&T Transportation Services LLC was formed to fulfill the growing need of our rapidly aging community, the existing population with disabilities, and the various transportation needs of our local hospitals, dialysis centers, nursing homes, rehabilitation centers, and assisted living facilities.
Our Founders
A&T Transportation Services operates as an independent business formed as a Limited Liability Company (LLC) based in Hampton, Virginia. The founders, are husband and wife, Tom and Alicia Moore. Tom retired after 20 years as an officer in the United States Army. He credits his Army career with teaching him values that form the foundation of a culture of teamwork, excellence, and respect, which, in turn, contributes to the “Yes, We Can” attitude A&T Transportation Services takes with its clients. Tom is an active member of the United Medical Transportation Providers Group (UMTPG) and obtained a Certified Transport Specialist certification from the Non-Emergency Medical Transportation Accreditation Commission (NEMTAC). NEMTAC is a healthcare nonprofit organization established to enhance and promote the quality of care in America’s medical transportation system.
Alicia is a Certified Nursing Assistant (CNA) that has served in a variety of healthcare roles since 2004. She has in-depth experience in assisted senior living, nursing homes, hospice, and memory care. She understands there is no “one size fits all” in healthcare and that every person in need is different and will require different levels of support or accommodation.
Alicia’s motivation for launching a responsive and professional transportation service emerged through personal experience while caring for her ailing mother. Alicia’s mother conducted long-term treatments at dialysis centers and often depended on non-emergency medical transportation providers to get her back and forth. While a few providers were very caring and professional, far too many were unreliable, constantly late, didn’t show up at all, and always full of excuses. She made it her mission to do better for our seniors.
Alicia is driven by the bonds she builds with her clients over the course of their lives and the enjoyment she holds in giving them companionship and keeping them healthy and well.

Before you select a Non-Emergency Medical Transportation (NEMT) provider, it is important to make sure your interests are protected.
A&T Transportation adheres to the highest levels of quality and professionalism and is licensed, bonded, and insured.
Registration and License Requirements
Being licensed requires a measure of competency and shows that your transportation provider is following local laws. Any dedicated, professional provider will have a license. Working with a licensed provider also gives you a related government agency to turn to if there is a problem.
Insurance Requirements
Bodily Injury and Property Damage coverage must be held at coverage limits as required by the Virginia DMV.
Surety Bond Requirements
A Passenger Carrier and Passenger Broker Bond is required to be on file with the DMV’s Motor Carrier Services to guarantee compliance and financial terms associated with a license or permit as an NEMT provider. A business demonstrates its commitment to financial responsibility and ethical business practices with a surety bond.
